資訊科技的進步使得原本屬專業倫理的資訊倫理議題逐漸因網路的普及與應用成為非專業倫理的一般應用倫理議題。故應用資訊科技所涉及的倫理行為意圖在現今的社會中顯得格外重要。最具資訊科技能力的資訊專業人員成為重要的資訊過濾與守護者,資訊倫理也因此成為他們經常接觸的倫理範疇,他們的倫理意圖就具根源性意義。本研究藉由探討資訊倫理議題與意圖模式的研究結果,提出一考量倫理議題特色的倫理意圖模式,研究模式乃根植於道德議題權變理論與H-V倫理決策核心理論,並對此模式進行實證性研究。
本研究應用倫理研究中經常使用的劇本情境描述,針對國內企業的資訊專業人員進行便利抽樣,一共發出357份問卷,有效問卷260份。資料分析應用結構方程模式(SEM)作模式驗證, 並就綜合性之資訊專業倫理議題、以及個別議題如財產權、隱私權、精確權、應用PLS 作徑路之因果分析比較個別議題下之模式差異。
研究結果證實道德議題權變理論所提出的道德強度確實對不同的資訊倫理議題有不同的道德特色,個別議題的研究模式也有差異:侵犯財產權的行為對組織危害評估對倫理意圖有最大的影響力;侵犯隱私權的行為所帶來的潛在傷害認識不足而影響正確的倫理意圖;違反精確權的行為完全由道德評估結果主導其倫理意圖;廣泛的資訊倫理爭議行為所產生的道義評估、目的評估對倫理意圖均有顯著影響。此外,H-V模式在資訊倫理的領域同時也獲得實證性的研究結果。本研究提出一考量道德強度與評估過程的倫理意圖模式,有效解釋資訊人員的倫理意圖。
The progress of information technology has altered its professional ethical issue aspect. However, IT professionals still have the most opportunity and capability to control the application of information. Therefore, information ethics become the ethical issues they will encounter during their work. This study draws on proposing an ethical intent model which is based on issue-contingent theory and H-V ethical decision model as well.
The model was tested through sampling by using four different ethical scenarios involving information technology. A total of 357 questionnaires were released and 260 valid ones were then analyzed. Structural Equation Model (SEM) was used for data analysis. The overall information ethical issues as well as specific ethical issues such as property, privacy, and accuracy were analyzed for path significance.PLS was used for structural model analysis.
The results proved that perceived moral intensity (PMI) proposed through issue-contingent theory was applicable in information ethics. The path analyses were different for specific issues. Property ethical issues causing the greatest harm to organization will significantly affect the individual ethical intention. The potential harm caused by privacy ethical issues needs to be clarified to influence the ethical intention. Moral evaluation was the only significant factor for accuracy ethical issues to influence the individual ethical intention. Practical contributions of management are then discussed.
