本文以全球治理(Global Governance)概念說明當前國際政治中，除主權國家之外，其他具影響力的機制，例如聯合國及非政府組織，在國際新秩序的構成以及人權的促進與保障上所扮演的角色，並進而分析全球治理模式的影響力以及全球民主(Global Democracy)的可能性。最後，並基於全球民主的理念，提出對於聯合國及非政府組織未來可能改革的幾個方向。透過以全球治理的概念分析聯合國以及非政府組織在全球化過程中對於民主與人權的促進與保障可能扮演的重要角色，本文認為一旦我們體認人權和民主是一體的兩面，則全球化的過程必須將民主與人權的價值，具體反映在我們創造的政治、經濟及社會制度，包括國內、國際以及全球的層次，而聯合國的改革以及期待創造一個全球性市民社會，都是邁向這個目標的重要依據與方向。

The aim of this paper is to explore the relation between human rights and democracy and clarifies the connection between them within state, among states and for the international system. The paper is in four parts. The first part addresses the Interest in governance and explain this in terms of recent theoretical development as well as of fundamental shifts in economic, political, and social life. The second part is to analyzes the concept of "global governance" and evaluate the advantages and limitations of an approach to governance on international politics. The third part explores the roles of UN and NGOs on the protection and promotion of human rights after the end of cold war. The final part use the criteria of global democracy to assess the functions of UN and NGOs, and their dynamic potential for contributing to progressive change
