This paper deals with the problems of the relationship between environmental protection and human rights, espcially by examining the proposals for environmental rights and their conceptual implications. The paper is divided into four sections. Based on the dogmatics of fundamental rights, it begins by addressing the relationship between environmental issues and human rights system. Second, it analyzes the concept and contents of "environmental rights". Third, this paper seeks to describe the connections between the international human rights and environmental protection. Finally. this paper points out some dilemmas and offers some viewpoints for further discussion on this topic.
