This essay’s analyses focus on the three subjects: the European Convention on Human Rights, the Charter of Fundamental Rights of the European Union and interaction between the Council of Europe and the European Union. First, in order to realize the origin of European integration this essay traces the history of developments of European integration, and examines the history of the Congress of Europe. Second, in the part of the European Convention on Human Rights, it analyses the Convention’s history, rights guaranteed, monitoring mechanism and effect of judgments. The European Convention on Human Rights can be regarded as the most important human rights treaty in European integration. It impact expends over the whole Europe, and extends to most parts of the world. Third, this essay reviews the human rights developments in the European Union: started from none to human rights principle established by the European Court of Justice, and finally with the declaration of the Charter of Fundamental Rights. Lastly, it focuses in the interaction between the council of Europe and the European Union. Although both have helped much in the international human rights, they have situations of coordination, interaction and conflict. Such situations will be growing after the EU’s enlargement, and will challenges to the wisdom of Europeans.
