Health awareness of physical fitness is increasing nowadays, wheras widely lack of sports environment and facilities is a problem in Taiwan. To coordinate government policy of developing sports for all, opening up school sports facilities for community use is so important that it can multiply people’s recreational activities and enrich people’s leisure life. Before planning the principles and rules for the accessibility of school sports facilities to the communities, the basic function of school facilities focusing on the full usage of teachers and students who are the people using the facilities the most conveniently should be taken into account firstly. The main concerned problems for the project of opening up the school facilities are the management and maintenance for facilities and school safety. Therefore setting up organized management committee, taking full advantage of human resources, volunteers recruitment and keeping well interaction with community are important issues for the project. On the other hand, the BOT (Build Operate Transfer) concept for the usage of school facilities has become a trend aiming at lowering the expenditure and solving the managing and maintaining problem. Diversified school sport facilities offers a good and convenient setting with multifunction inside the communities resulting in the necessity of opening up the facilities to the public. Therefore, there should be a suitable win-win managing plan for both school and the public.
