鑒於樂活時代的來臨與休閒運動風潮的興起，運動場館勢必成為民眾就近且方便運動的首選。就功能而言，公立運動場館應具有教育、競技、訓練、觀賞、測驗、休閒等六大基本功能，它不僅是一個集運動、休閒、訓練、比賽、娛樂、表演、展覽、集會等綜合休閒的活動中心，也是推展全民運動最基層之單位，更是行銷該城市的觀光景點與地標。但在歷經歲月的洗禮與中央及地方政府財政持續惡化下，許多公立運動場館正面臨經營管理的窘境，故本文以嘉義縣立體育館目前所面臨的營運窘境為例，期盼中央及地方政府等相關單位能盡速提出具體性的改善策略活化場館，讓現有的公立運動場館皆能永續經營，發揮其「物盡其用」的最大效能。

With the coming of LOHAS era and recreational sports to rise. Sport Facilities become the first choice of people to sport. Public Sport Facilities should have six basic function, including education, athletics, training, watch, test, and leisure. It's an Activity Center for sport, leisure, training, competition, entertainment, performances, exhibitions, and the basic unit to popularize country-wide movement, also the city's attractions and landmarks to help marketing. After few years, the central and local government in a financial difficulties, many public sports Facilities are facing the dilemma of the operation and management. The Chiayi County Stadium currently operations was an example. We are looking forward to the relevant units as soon as possible propose concrete improvement strategies activating Facilities, so that existing public sports Facilities have encountered sustainable, to make the best use of everything and maximum performance.
