目前我國台灣地區，對於在社區或重要路口裝設閉路攝影機之相關作為，在近幾年來方興未艾，卻未見相關研究或學術期刊，本研究即本是項心態針對透過環境設計的觀點來預防犯罪，其目的希望能夠藉由評估閉路攝影機之裝設成效，來預防並減少犯罪行為的發生，以期能在心理層面減少居民被害恐懼感的程度，並發揮實際協助治安、防制犯罪之功效。 裝設監視錄影系統之犯罪預防策略可以強調，犯罪事件有其脈絡性和機會性的特徵。當犯罪情境改變，潛在犯罪者因此會認知到犯罪風險的變化，因此，潛在犯罪者極可能改變其行為，繼而造成犯罪事件發生頻率的改變。雖然，如此一來有可能造成犯罪之轉移效應（displacement effect），但是根據上揭各項運用監視錄影系統所破獲之刑案數據以觀，裝設監視錄影系統來作為犯罪預防之策略仍是有效的。 上述的問題意味著，我們可幫助檢視個人責任與集體安全之相互關係，進而瞭解我們對於監視錄影系統所造成之風險認知，是否有助於產生與過往不同「理性」特質，來提升社會整體應付風險的能力？本研究試圖瞭解之。
The goal of this study is to explore the effects of closed circuit television system (CCTV). Many CCTVs were installed in streets in Taiwan area, however, few study tried to discover the relationship between CCTVs and crime prevention. It is assumed that CCTVs are helpful in preventing crime, but systematic research is scarce. This paper discusses this issue from the viewpoint of environmental design as well as crime prevention. In the first place, this study reviews relevant ethical issues of installing CCTVs. In addition, by way of literature review, this study also discusses theoretical background of CCTVs. Further, this research collects data from British, Taipei and Taoyuan in Taiwan attempts to find out the preventing effects of CCTVs in these two couuntries. In general, this study discovers the effects of CCTVs in crime prevention. Nevertheless, a number of problems must be noticed, which includes maintaining balance between rights of privacy and crime prevention effects, proper location, and accessibility and so on.
