國內警察相關單位為強化犯罪打擊及偵查工作,投入情資整合工作多年,警察單位處理犯罪相關資料非常龐雜,以傳統方式進行犯罪資料處理非常耗時且沒有效率,近十年來,國內警察單位(包含警政署、新北市政府等)學習國外經驗,利用情資導向警政之作法,開始投入成立情資整合中心或情資協作平台,透過資訊蒐集、資訊分享、資料分析等,可於事前取得犯罪相關資訊以達犯罪預防目的,犯罪發生後,進而整合相關犯罪資料,以達快速破案的目的,協助警察單位進行警力部署或打擊犯罪之應變作為,提高警察服務與辦案效能。
本研究目的在於,透過國內外犯罪學與情資導向警政等文獻整理,多目標決策(Multiple Criteria Decision Making, MCDM)等方法論,建構出國內情資整合中心之成效指標,本研究共建構出六大構面及二十二項指標,並進一步採用Herrera-Viedma等學者所開發之「一致性模糊偏好關係法」(Consistent Fuzzy Preference Relation, CFPR),簡化層級分析程序法(AHP)成對比較次數之優點,發放偏好問卷於國內警政與資訊專家學者等共十八位,計算出情資整合中心成效指標構面與指標之權重,以了解不同專家族群對各指標權重的重視差異性。最後,根據本研究,提出適切的建議,包含以下幾項:
1、國家應普遍建立公私部門間情資整合與分享之概念;
2、強化情資整合與資訊分享體系各領域間與公、私部門之聯繫溝通;
3、成立各縣市警察局情資整合、分析及分享中心(ISAC),並落實治安情資整合與分享作為;
4、成立國家級情資整合及分享中心協調會議平台,突破公私部門藩籬;
5、中央及地方每年編列充裕預算,充實設備及人力,重視人材專業培訓與人事獎勵措施;
6、因應犯罪全球化趨勢,積極爭取加入國際刑警組織及私部門合作,整合分享跨國犯罪情資;
7、運用AI人工智慧,提升資訊分析之品質與效率;
8、依據情資整合及分享中心預測的犯罪的時區、地區、模式,調整勤務部署;
9、以全球治理角度,推行國際及區域、政府部門、市場、民間資源整合;
The units of the police department have strengthened the crime cracking and investigation work and invested in the information integration for years in Taiwan. The management of crime-related information by police units is very complicated. It is very time-consuming and inefficient to handle crime data in the traditional way. In the past ten years, the police units (Including The National Police Agency and the Police Department of The New Taipei City Government, etc.) to learn from overseas experience and use the knowledge of Intelligence-Led Policing (ILP) to start investing in the establishment of Information Integration Centers or Intelligence Assistance Platform, through information gathering, information sharing, data analysis, etc. Obtain criminal-related information for the purpose of crime prevention. After the crime occurs, integrate relevant criminal data to achieve the purpose of quickly solving the case, assist the police unit in deploying police force or combating crimes, and improve police service and case handling effectiveness.
The purpose of this study is to use the methodologies of Multi-Criteria Decision Making (MCDM) to construct the performance indicators for the Information Integration Centers through the literature review such as the theories of Criminology and Intelligence-Led Policing. This study has developed six major demitions facets and 22 indicators by adopted the method of Consistent Fuzzy Preference Relation (CFPR) developed by scholars Herrera-Viedma. Experts, practitioners and scholars in the field of policing and intelligence information have conducted 18 preference questionnaires. In order to understand the difference in the weight of each indicator among different expert groups, the weight of each indicator has been calculated. In summary, based on this study, appropriate recommendations have been made, including the following:
1. Taiwan should largely establish the concept of integration and sharing of information between public and private sectors;
2. Strengthen communication and communication between the public and private sectors in various fields of information integration and information sharing systems;
3. Establish the Intelligence Integration Center (IIC) within the County Police Bureau, or Information Analysis and Sharing Center (ISAC), and implemented the integration and sharing of information among the public security sectors;
4. Establish a national-level ICC coordination conference platform to break through the barriers of communication in between the public and private sectors;
5. The central and local governments have ample budgets to enrich equipment and police work force each year;
6. In response to the trend of globalization of crimes, actively strive to join Interpol and private sector cooperation to integrate and share transnational crimes;
7. Improve the quality and efficiency of information analysis by using AI artificial intelligence technologies;
8. Adjust the service deployment according to the time zone, region and mode of crimes predicted by the integration of the situation and the information sharing center;
9. Promote the integration of international and regional, government departments, markets, and private resources from the perspective of global governance;
