區域治理是晚近國際關係理論與實際治理發展的重要環節。近年來，由不同區域與多樣議題醞釀出的多元區域治理模式，為當代區域主義研究增益不少新洞見。為了系統化區域治理之研究，本文擬從學理面梳理「新區域主義途徑」之內涵，重新描述區域層次的集體意識凝聚過程，並進一步重建、比較與分析區域治理運作邏輯，旨在建立各種不同議題中之區域治理模式原型。接績，本文擬分析區域治理四種原型中之「微型區域主義」，並佐東南亞跨域霾害問題及其衍生的環境治理過程為經驗探討對象；相關分析涉及霾害問題係如何造成跨域污染，以及東南亞國協制度內的微型區域主義又對何回應、調適此一挑戰。
Regional governance has been crucial to the discipline and realist governace of IR in recent years. In particular, various modes of regional governance located in different issue-areas or designed for diverse purposes serve to polish the theoretical foundation and empirical basis for the study of regionalism. In order to state systematically the regional governance studies, this paper starts by reviewing New Regionalism Approach (NRA) theoretically, then tries to reshape how collective awareness forms at a regional level, and further, to re-construct, compare as well as analyze the logic of regional governance. Specifically, “micro regionalism,” one of the proto-type of regional governance, would be analyzed in accordance with the case of Southeast Asian transboundary smoke and haze pollution empirically. Through the scrutiny of micro regionalism, an approach to Association of Southeast Asian Nations (ASEAN) regional environmental governance, this paper would treat the issues such as the ways haze became a regional problem, the responses that micro regionalism progressed within ASEAN, as well as the challenges and adaptation of it.
