本文以東南亞霾害問題作為分析對象，研析其間存在的經濟發展和環境永續之矛盾關係，以及全球環境治理網絡所發揮的貢獻。研究發現如下：首先，對污染來源國印尼而言，因受限於經濟發展的考量以及利益團體的反對，使其在決策制定時面臨無法兼顧經濟與環境的困境。其次，透過逐漸成形的霾害治理網絡能夠彌補印尼政府於資金和技術上的不足，使其願意參與霾害管制工作。雖然此治理網絡深受主權或利益因素的阻礙，但卻也為問題的解決帶來新的展望。
