全球化與國際化的衝擊下,傳統地方產業的沒落是必然的趨勢,但是地方產業的發展,卻關係到基層農漁村和山區原住民部落的經濟活動,地方特色產品規模很小,又分散全國各地,要把該特色突顯出來確實須靠政府的介入輔導,近年來中央各部會確實投入大量的經費推動地方產業的發展,但是所推動的實績只限於少數幾個點,如中小企業處在各階段的輔導,第一、二階段以台北縣、為最多共26件,佔總比率的21.67%,其次是南投縣有19件,佔總比率的15.83%,屏東縣10件居第三,佔總比率的8.33%,苗栗縣、台中縣、和花蓮縣、均各有9件居第四位,各佔總比率的7.50%,合計前四名的縣市所佔的比率高達68.33%,顯示專案計畫的集中度甚高,尚未擴及到面,要發揮整體效能,還有有待加強。 地方特色產業的發展是提升傳統文化、技術、創意、附加價值的有效途徑,因此,地方特色產業的發展應朝向:拓展國際市場、加強產品的創新與精緻化、培育地方特色產業傳承之人才及政府與民間業者須其有高度的共識,透過政府和民間業者的攜手合作,結合智慧、創意與美學,突顯產業特色,拓展地方產業契機,帶動產業永續發展,落實提升就業和促進地方經濟繁榮。
With the impacts of globalization and internationalization, traditional local industry showed downfall is an inevitable trend. However, the development of local industry is related to basic economic activities in rural areas and aboriginal areas. The scale of local characteristic products is very small and nation-wide dispersing. To reveal the characteristic, it is necessary government intervention. Recently years, central government has invested a great amount of money to promote local industry development. But, the result of guiding area only limited on a several points. According to the statistic data of the Small and Medium Enterprise Administration, Ministry of Economic Affairs, among the stages of the guidance, the most of the projects is Taipei county inc1uded 26 cases during the first and the second stage. It is account for 21.67% of total number. Secondary is Nantou county has 19 cases, accounted for 15.83%. The third is Pingtung has 10 cases, accounted for 8.33%. Miaoli, Taichung, and Hualien county each has 9 cases, accounted 7.5% stands on the fourth. Sum up the first four counties is 68.33%. This shows that concentration on the projects promoted by is very high. To bring into play integrality efficiency, government guidance requires augment to be widespread. The development of local characteristic industry is an effective way to upgrade traditional culture, technology, creative, and value added. Therefore, the development of local characteristic industry should toward promoting international market, strengthening creative and exquisite products, cultivating craftsman as inheritor of local characteristic industry, and getting high consensus between government and private sector. Through public and private sectors cooperating, combining intelligence, creative, and aesthetics, to reveal industry characteristics, expand local industry niche, bring industry sustainable development, and put into effect for increasing employment and local economic boom.
