In 2008, Council of Agriculture, Executive Yuan proposes "Small Landlords and Big Tenants", expanding the family farm and activation of fallow land by farmers owning types of using right. However, according to Arthur Young (1909): "Give a man the secure possession of a bleak rock, and he will turn it into a garden; give him a nine years lease of a garden, and he will convert it into a desert." When policies to encourage expanding the family farm by farmers owning types of using right, will result in agricultural land inefficient use or cause what kind of influence in agricultural land use? In order to clarify it, this paper attempts to examine farmers in Sanshing Township, Yilan County in Taiwan, to analyze patterns of owning types of using right impact on agricultural land use under the policy of Small Landlords and Big Tenants. We adopted text analysis and Survey. We found farmers owning types of using right affects by the same owning types of ownership in three dimensions, encouraging farmers to engage in agricultural production, expanding the family farm, and protecting agricultural environment. Finally, we aim at "Small Landlords and Big Tenants" put forward some suggestions.
