In April 2009, the third National Energy Conference established a strategy to create low-carbon homes within 10 years, expecting to construct at least two low-carbon demonstration communities each county in 2011, and gradually achieving the goal of building low-carbon homes and sustainable society. Analyzing from seven specific carbon reduction of greening, low-carbon buildings , energy conservation, renewable energy, energy recycling , low-carbon transport and low-carbon living, constructing low-carbon community should consider hardware facilities, energy consumption during operational phases and residents' awareness should be also thought of. Therefore, evaluation index system should be providing objective basis to assess low-carbon communities, apart from that, residents should be motivated to continue low-carbon work by revealing carbon emission amount in the community. Hence, in this research, daily energy consumption and waste generation as well as other quantitative data are attempted to be transformed into a constructed basis on a low-carbon community assessment indicators. Eventually, the constructed indicator systems are applied to 52 low-carbon demonstration communities built by EPA. By calculating carbon emissions in each community.
