The motive power of society progress is educational innovation. As man enters the information society, the power center of this is wisdom and computer ins 2000. As well as all kinds of information including: unceasing, e campus, and digital times approaches. In order to promote competition and the internationalization of universityies. What should be provided for undergraduates with regarding to information competency? There are four purposses for this study, firstly, to understand the information competency indicators for undergraduates, secondly, to build the information competency indicators for undergraduates, thirdly, to understand the relationship between undergraduate backgrounds and information competency, and fourthly, to provide useful advice for students in the future. By utilizing theory analysis, interviews, Delphi analysis, professional conferences, questionnaires, this study is expected to build information competency indicators for undergraduates. According to this research, undergraduates shonld have the abilities of 2 stratification planes, 6 projects and 41 information competency indicators. Studying the results by using Cronbach's alpha, frequencies, Percent, Mean and 99% Confidence lnterval and Perarson shows that the 41 information competency indicators achieve the purpose of this research for undergraduates. Also, we have to take all the variables into account in order to understand the relationship between backgrounds and information competency. We hope to provide useful ideas for universities in the areas of information education. To sum up, by analyzing, generalizing and ordering the result of this study, we make conclusions and provide some advice, in order to provide useful information for educational administration institutions, universities, students and future research.
