In recent, cultural creative industries (CCI) have been driven fast toward a new market of cultural economy in countries. In Beijing, the CCI development was significantly raised and contributed GDP from 10.2% in 2005 to 13.1% in 2014. The CCI has become an important-based industry and its employee has been up to over one million. This study based on reviews of related references and studies tried to implement an overview and systematic policy context discussion taken by the Beijing government in decade. It concluded government-oriented policies and strategies should be important foundations for the CCI development including positive policies and institutional environment, cultural-creative clusters of industry, creative talent and innovation mechanism, fiscal and financial incentives, international market access, and intellectual property protection. Such works were continuously undertaken by the Beijing government and the CCI environment was also being phased over four stages constructing policies to identify and strengthen the competitiveness of Beijing cultural and creative industries and improve the cultural and creative economy.
