在2015年1月8日，美國防部簽署備忘錄將「空海整體戰」更名為「全球公域介入與聯合機動概念（Joint Concept for Access and Maneuver in the Global Commons, JAMGC），由陸、海、空軍共同參與；原先的空海整體戰辦公室（Air Sea Battle Office）則整併至作戰計畫與聯合部隊發展部門。我國面對強大的威脅下，僅依靠自身的力量，求得比較優勢的位置實屬不易，如何結合及運用周邊國家的力量，是一件重要的議題。本文藉由探討美國「全球公域介入與聯合機動概念」的內涵，研究美軍未來在亞太地區的實踐與影響，思考國軍可扮演角色的建議。

In January 8 2015, the U.S. Department of Defense (DoD) signed a memorandum, which renamed ＂Air sea battle＂ to ＂Joint Concept for Access and Maneuver in the Global Commons, JAM-GC＂ involving the Army, Navy and Air force. The original Air Sea Battle Office was therefore merged with the Joint Force Development Department (J7). Taiwan is currently facing the surrounding states' treats and not enough to only rely on its own defense strength for remaining its competitive advantage. Thus, it becomes a very important issue to work with other neighboring countries. This paper is to study the US military's practice and infiuence in the Asia Pacific region by exploring the connotation of the ＂Joint Concept for Access and Maneuver in the Global Commons＂. Meanwhile, the role that R.O.C. Armed Forces can play may be suggested.
