The theme of this article is to analyze the topic of referrals among emergency responsibility hospitals spatially in the area of Taiwan and the Taichung City. To prevent medical malpractices, medical care institutions should be responsible of emergency medical service systematically in a risk management perspective. This article applies methodologies like the geographical information system, p-center problem, location allocation method, and Thiessen's polygon method to search for the center emergency responsibility hospitals in the six areas of the Taiwan medical network project and the Taichung City. However, the center emergency responsibility hospitals are all not severity level ones. Six proper severity level emergency responsibility hospitals' responsible areas in the Taichung City are suggested. This article considers that the center emergency responsibility hospitals in the six areas of the Taiwan medical network project and the Taichung City are the proper severity level evacuation ones by a spatial analyzing perspective. Also, this article suggests that to upgrade the center's closest emergency responsibility hospitals' emergency medical service capability currently.
