政策的形成與各團體間利益的分配及政治反應有關，本文旨在測定我國
稻米政策對於不同利益的相對偏向程度，並檢視政策形成的各項政治經濟解釋變
數及涵義。應用政策偏好函數推導政策工具均衡解;藉由顯示性偏好的實證結果
指出:我國稻米已由早期強調增產、壓抑糧價、節省糧食消費支出、增進資本累
積的發展性政策，在1973年以後轉變為偏重於生產者所得提高的補償性政策。此
與一般先進國家的經濟發展歷程無異。稻米政策轉變的原因，實係政治經濟環境
之變動所致，如農業產值份額的萎縮、農業就業人口的減少、糧食消費支出比例
的下降，以及經濟持續成長等因紫，均使政策上對生產者的保護程度提高。

This paper examines political-economic decision making with respect to
Taiwan's rice policy. It estimates the policy bias amongdifferent interests and then
explores its explanation variables in thepolicy formation. Apply policy preference
function to derive optimal level of policy instruments that arc functions of policy
weightsand political-economic variables. Empirical results revealed thatthe property
of rice policy has changed from development to compensation after 1973, i.e., policy
bias favors producers' income increment rather than consumers' expenditure saving.
The resultsfurther indicate that share of agriculture in GDP and labor forcedecrease,
less food expenditure, persistent economic growth, etc.are all important factors to
protect rice industry.
