題名:我國實施教師職級制度所面臨的問題與因應策略

我國實施教師職級制度所必須面臨的問題至少有八個:亦即立法問題、經費預算問題、教師反對問題、規劃執行和溝通問題、教師評鑑問題、教師進修制度的配合問題、配額的問題、內在動機和外在動機問題。本文在提出這些問題之後,試圖採用「研究、發展、傳播、採用模式」,來加以因應。為了使此一模式能夠有效運作,本文建議必須配合實施下列六個措施:(1) 應提供參與教師足夠的誘因;(2) 強調教師的永續發展;(3) 不要採取配額制,避免造成教師間的競爭;(4) 注意教師評鑑的公正客觀性;(5) 加強有關人員的在職訓練:(6) 強化方案執行後的評鐘工作。
The purpose of the paper is to analyze the possible problems of establishing a teacher career ladder system in ROC. The problems will be as follows: (1) the dif-ficulty of passing a career ladder law, (2) the lack of financial support, (3) the op-position of teachers to the system, (4) the lack of planning and communication, (5) the ineffectiveness of the current teacher evaluation system, (6) the inadequacy of teachers' in-service education, (7) the problem of a quota system, and (8) the lack of intrinsic motivation. In order to solve the problems and effectively implement a career ladder system, the paper suggests a 'research, development, diffusion, and adoption model' (R, D, D, A model).
