　　　　　未成年的兒童及少年從事色情行為，不僅造成其終身的身心創傷，更有製 造下一代潛在施虐者的隱憂。政府於民國八十四年通過兒童及少年性交易防制 條例，使社政單位在從事救援及保護未成年人的工作上有了法源依據。本研究 是以台北市的兒童及少年性交易防制服務經驗為基礎，運用行動者及研究者共 同參與的行動研究取向，嘗試發展一個立基於本土食物雞厭的服務模式，並指 向未來工作的變革方向。 　　「行動研究」方法，不同於傳統的社會科學研究方法，乃重視由服務過程 中的行動者與研究者共同參與，找出服務行動的理念與過程，經由彼此的分享 與討論，以挑戰未來並指出可供改進的方向。參與本研究的行動者包括11位服務提供者（工作人員）和7位服務使用者（不幸少女），研究者透過深度訪問及焦點團體討論，以構成資料蒐集循環過程。 　　研究的結果顯示，台北市的兒童及少年性交易防制服務模式建構得相當完 整，包括預防、救援及處置三個執行層面。但是，由服務模式的組織及功能上來看，處遇的執行是服務模式的主體，預防面和救援面的外展工作及不同體系 間的協調有待未來的調整。同時，服務提供者和使用者對於服務的理念和需求間，似乎存在著落差，未來服務的因應行動多從使用觀點提供需要服務。本研究論文將就兒童少年保護的實務工作，福利政策及社會工作研究方法三方面來討論研究意涵。
　　　　　The incidence of children and youth prostitution in Taiwan has raised much concern nationally as well as internationally. The enactment of the Prevention of Children and Youth against Sexual Trade Act in 1995 mandates local authority to enforce necessary measures to protect children and youth at high risk. Since then, the Youth Division of Social Service Department has initiated a service package to address the issue in Taipei metropolitan area. The purpose of this paper is to examine the effectiveness of the existing service model for young prostitutes which intends ultimately to develop an appropriate social service model in prevention and treatment. Emphasizing participants as researchers, action study approach is used to construct the existing service system and at the same time to develop an effective intervention model for young prostitutes. The study includes two steps. Eleven key service providers from related agencies and programs are first interviewed in an in-depth way to map a picture of the existing service model. Based on the picture constructed, a focus group of five service providers is organized to discuss the strengths and weakness of the existing service model regarding prevention and treatment. The same group then initiates participatory actors to give dialogues on how to improve service responses to young prostitutes' needs. Additionally, seven adolescents who used services participate two focus groups discussing about the neediness and effect of using services. Findings indicate that the existing service model is comprehensive in providing prevention, rescuing, and treatment services for those youngsters only referred through law enforcement system. However, the service delivery and allocation are not equally distributed targeting the needy youngsters which limits effectiveness of the current intervention strategies. Moreover, key service providers in the arena address different levels of needs from what service users need. It points to a service gap between service providers and the youngsters' needs. Strategies for more corporative and coordinating delivery system for young prostitutes are called for by participatory actors (service providers and users) to improve quality of the existing services. And more aggressive outreach and prevention programs in targeting high-risk youngsters are discussed toward future change. Implications for policy and practice for preventing children and youth from sexual trade are discussed.
