【目的/意義】我國各級政府正在積極推進"數據資源共享開放工程"。歸納總結英國開放政府數據的"國家信息基礎設施"(NII)建設的經驗和啟示,為我國"加快完善國家基礎信息資源體系"等數據開放工作提供有益的參考。【方法/過程】梳理英國政府NII的相關政策和實施情況,介紹其管理框架和體系結構,分析NII建設的主要成果——NII數據集的主題分布和未發布數據的原因,最后總結對我國的啟示。【結果/結論】NII是英國開放數據國家行動計劃的核心內容,在政策保障、國際合作、公眾參與、需求驅動和質量保障等方面的經驗值得我國借鑒和參考。

【Purpose/significance】Chinese government is promoting the project of data resource sharing and opening actively. This paper summarizes the experience and enlightenment of the National Information Infrastructure(NII) of the open government data in U.K., and provides a useful reference for our country to accelerate the improvement of the national basic in-formation resources system.【Method/process】This paper combs the related policy and implementation of NII, introducesits management framework and architecture, analyzes topic distribution of NII datasets and reason for unpublished data, fi-nally summarizes the enlightenment to our country.【Result/conclusion】NII is the core content of the UK National ActionPlan of open data, and it is worthy of using for reference in the field of policy guarantee, international cooperation, public participation, demand driven and quality assurance.
