【目的/意義】深化對信息治理的理論認識與實踐經驗的理解有助于指導數字轉型期的信息管理實踐。【方法/過程】本文將以文本分析與案例研究的方法梳理澳大利亞信息治理的相關政策與最佳實踐,從而從文化培育、環境建設、制度設計以及系統開發與應用方面呈現信息治理能力如何構建。【結果/結論】通過分析,本文提出我國信息治理能力構建的主要方面為:以社會治理與創新政府建設為框架、基于國情部署信息治理式頂層設計、推進信息資源管理的數字轉型。

【Purpose/significance】Study on theoretical definition and practice experience of information governance in theworld will benefit instruct information management in digital transformation.【Method/process】The paper analyzes policiesand best practice of Australia with method of discourse analysis and case study, and then presents how to build capacity ofinformation governance from dimensions of culture cultivation, environment construction, institution design and system development and application.【Result/conclusion】The paper proposes that capacity building of information governance in China should take social governance and innovative government building as framework, implement top design based on statusof China, and transform information resource management.
