[目的/意義]從整體視角探索我國政府開放數據資源建設情況有助于厘清現有的實踐進展及問題,從而更好實現開放數據在政治、經濟、文化等方面的價值,推進相關理論與方法的發展。[方法/過程]基于從國家到地方的開放數據政策及平臺的整體調研可發現我國開放數據資源建設的準備度、實施度以及成效度均在持續提升中,但在統籌規劃、數據資源以及平臺的建設方面仍不夠充分。[結果/結論]我國開放數據資源建設尚需從以下方面予以優化:基于整體布局國家開放數據資源建設、多層次逐級完善開放數據資源、面向國家數據中心推進開放數據平臺共建。

[Purpose/significance] Exploring the construction of open government data resources in China from a holistic perspective helps to make clear of practice progress and problems,which contributes to better realizing the value of open data in political,economic and cultural fields and promoting the development of relevant theories and methods.[Method/process]Based on the investigation into China’s open data policy and portals from national level to local level,it is found that the readiness,implementation and effectiveness of open data resources construction are continuously improving,while the overall planning and the construction of data resources and platforms are still insufficient.[Result/conclusion]Therefore,the open data resources construction in China needs to be optimized from the following aspects:making national open data resources construction plans from an overall perspective,optimizing open data resources from local to national levels step by step,and developing open data platform from construction-orienting to national data centers.
