銀行業在整體經濟活動中扮演信用中介的角色。一方面以本身的信用為基礎,從政府、企業、家庭以至個人等各大階層吸收閒置資金;另一方面又將資金引借給需求者,挹注生產及非生產性活動,促進整體經濟發展。目前世界各國和企業都忙著尋找替代燃料和再生能源。隨著先進國家環保政策對太陽光電產業的支持,全球太陽光電(Photovoltaic, PV)市場於2004年逐步崛起,我國光電產業一直隨著全球光電市場的成長而持續擴大。2008年太陽能電池產值,整體太陽能電池產業位居德國、日本、中國大陸之後,全球市占率僅9%,已經是全球第4大。為提升台灣廠商在全球太陽光電市場的競爭力,資金的籌措能力將增加其全球競爭力,其中又以銀行貸款為最簡單易行。既然放款業務是企業財務融資的主要管道,同時又是金融機構的主要盈利來源。因此,銀行必須配合企業的發展過程及資金需求,提供適合企業所需之授信業務;同時,加強授信風險的評估及管理,來增進銀行的經營績效。
本文根據文獻分析將Saaty(2003)所提出之BOCR評估準則導入銀行授信企業審核評選決策變數之間的可能關係,以作為研究相關取向之基礎,並透過網路層級分析法來分析解決問題。經相關文獻與理論進行探討後,研究者發現影響銀行授信企業決策評選之因素相當多,但從實務運作的觀點來看,並非每項因素都適用於銀行授信企業決策評選。為此,本文利用修正式德菲法及與專家討論後萃取影響銀行貸後企業決策評選之準則,同時透過ANP計算分析。本文之研究結果可提供銀行業者擬定銀行授信企業決策評選政策之參考。同時當個別銀行風險偏好改變或競爭環境逆轉時,可藉由調整評估準則權重值以因應改變。
The banking industry plays an intermediary role in the entire range of economic activities in which institutions use their own credit to absorb idle funds from major elements of the social strata such as governments, enterprises, families, and individuals on one hand, and lend funds to those in need and inject funds into production and non-production activities to boost the overall economic development on the other hand. In this paper, the author introduced the BOCR (benefit, opportunity, cost, risk) assessment principles suggested by Saaty and Ozdemir(2003) into the relationship between the variables of decision-making in the bank’s corporate loan review and assessment as the basis of relevant approaches in the research and analyzed by proper methods for the solution of problems.
