黑堡觀點試圖為公共行政對於治理的參與重新予以定位，重建其在民主憲政的正當性，並賦予公共行政一種有別於當代主流論述的角色意涵，此正可以給予當下學術界與實務界提供一種不同的思考方向。本文首將析論黑堡宣言一文的重要主張，闡述黑堡觀點的核心價值；其次，評估黑堡觀點的特色；最後，指出其所隱含的內在弔詭。
The Blacksburg Perspective intended to refound the role and status of public administration in the process of governance, especially concerning the legitimacy of public administration in democratic constitution. Blacksburg Perspective just is a different vision from dominant discourse of public administration which likes the New Public Management; therefore it could provide a direction to rethink theory and practice of contemporacy public administration. This article includes three parts: Firstly, to elucidate core values of Blacksburg Perspective; Secondly, to analyze the characters of Blacksburg Perspective; Finally, to point out limits of Blacksburg Perspective.
