臺灣四面環海，經濟海域是陸上面積的五倍，海岸地形、地質和地體構造都是世界上很獨特的，而海洋生物也是世界少見的多樣性。這麼難能可貴的海洋環境下，我國海洋教育的比例卻是少之又少。為此我們呼籲教育部應確立海洋臺灣的推動體系，著手訂定「海洋教育政策」。茲綜合專家的高見及個人的一些淺見，建議：(1)開闊廣大的胸襟視野；(2)積極參與國際海洋議題；(3)建立頂尖海洋研究團隊；(4)調整海洋相關系所與課程，以符合海洋產業的需要；(5)保護和諧永續的海洋；(6)親近海洋和使用海洋；(7)重建海洋與漁業文化；(8)成立海上大學。

Taiwan is surrounded by the ocean and sea. Its exclusive economic zone is 5 times bigger than that of her land area. The coastal environment, geological structure, and tectonic dynamics are one of the active and particular cases in the world. The marine biology and fishery resource are also the most abundant variations which are rare in comparison with other places in the world. With such a healthy marine environment, the marine education in this country is far below the requirement. It is necessary to enhance the importance of human resources, particularly through a Proper educational and training system. Therefore, we propose to:
(1) open the scope for the marine education;
(2) participate the studies of the international marine issues;
(3) establish a top marine research team;
(4) coordinate the marine-related institutes and their teaching courses, to fit the need of its marine industries;
(5) protect the ocean environment and maintain its sustainability;
(6) close to the ocean and well use of the ocean;
(7) cultivate the marine and fishery culture; and
(8) build a floating university at the sea.
