Since the enrollment of international students in a country is the main index showing the prestige of the high education of a country, Japan has encouraged international students to study in its higher education institutions. A strategy with a philosophy of "charity and mutual co-operation" as its basis has been developed and with the co-operation between the government and universities. This paper searches for (a) the data about international students in Japan, (b) with which it analyzes the strategy of the government and Waseda University (examination system, scholarship award, employment), (c) It also explores the various factors behind the strategy, (d) Finally, it points out the new trend which may affect our education.
