在全球化的浪潮之下，教育市場，尤其是高等教育的國際化，已是一無可阻檔的趨勢。由於留學生所帶來的各種經濟、文化、政治、社會利益，使得許多國家及組織近年來紛紛採取各種措施，努力拓展高教中的外國學生人數。根據 OECD 所做的統計，德國自 1997 年以來，在非英語系留學生輸入國中排名第一，而整體世界排名為第三。如此的成績，與其所施行的各項招收留學生的政策有密切相關。因此，本文旨在探討德國招收外國學生的策略。首先，就目前招收外國學生的狀況提出基本的資料介紹；其次，則對其整體的招生策略進行分析；最復，試圖釐清影響德國招生策略的因素，並且進一步指出其招生策略上的特色及未來的發展趨勢。

With the influence of the globalization, the internationalization of the education market, especially the higher education market, is an unresisting trend. For the economic, cultural, political and social benefit, many countries and organizations have recently undergo some policies in order to extend the foreigner students. According the statistic of OECD, Germany is the third foreigner student import country. The aim of this paper is therefore to discuss the policy about foreigner students of Germany; First will the basic date about the situations of foreigner student in Germany be introduced; secondly is to analyze the policy; finally are the explanations of the influential factors for the policy, and the analysis of the characters and trends.
