The so-called "overseas traveling" to Taiwan has already become a fashionable activity in the last few years. According to National Immigration Agency (NIA) records, the data of travelers coming into, and leaving, the country has risen from 10 million people to 12 million, from 2002 to 2006. This has approximatelty been a 19% increase. Because of this, there have been difficulties and weaknesses, in manging, experienced by the NIA. As an example, the 9/11 attacks brought counter-terrorist actions in America and Japan that we have not seen, here, with the NIA. This has resulted in the use of newly-developed scientific technology to identify travelers and reduce the numerous and diverse inspection routines which have inconvenienced travelers, so far. It is recommended, here, to: 1. accelerate the development and use of a human body "Identity Password" biological identification system. 2. utilize an IC chip card substitution-passport.
