政府經濟部中小企業處為了協助台灣中小企業升級轉型、振興地方文化發展、吸引觀光人潮創造商機以及提升國際知名度,期待籍由推動地方型企業導入資訊通訊技術(ICT),打造出具文化特色之地方主題聚落。期望將凝聚人文藝術、歷史特色、自然觀光資源,培養地方研發設計有形創意商品與無形加值服務之能力,以帶動聚落內中小企業轉型成長,強化產業競爭力,發展新一代的台灣地方型特色聚落,因此「產業群聚」對中小企業而言,無疑是種創新思維的經營方式。本研究選定「台南文創群聚產業」做初步產業狀況調查。由於台南地區雖然歷史悠久、文化古蹟與工藝技術也眾多,但是長久以來政府對於文創產業的宣導度似乎不佳,導致台南地區的整體文創產業並沒有非常突出的表現。因此本研究期望調查透由實地進入文創業者進行觀察與訪談,了解台南地方文創聚落與地方產業的特性,提出個體與整體實務性發展策略,用以做為日後協助地方產業群聚後續導入ICT工作計劃執行的參考依據。
For promoting worldwide popularity and local cultural development, and gaining attraction of tourist, the SMEs is devoted to help local firms to implement ICT so that they hope it can enhance characteristics of local culture "Industrial Cluster" is a new managerial way, therefore, we expect that it not only can condense humanities and art, historical characteristics, and tourist resources, but also can cultivate firm's capability to create originality products and valued service. We will observe and interview cultural intention industries in Tainan to understand cultural cluster and characterizes of industries in this research. Then, we would bring out a development strategy that helps us to do ICT implementation of local industrial cluster as a reference.
