Public Libraries are community colleges for people to take further education. However, public libraries in Taiwan face some difficulties, like lack of professional librarians, a tight budget, insufficient collections. In order to solve the problems, the Ministry of Education of Taiwan carried two four-year periods of Rooted in Reading Projects from 2009 to 2016.The purposes were to promote reading to develop reading culture, and to enhance reading soft power in Taiwan. “Reading Promotion and Collections Enrichment” was one of the subprojects of the Rooted in Reading Projects. And National Taiwan Library was responsible for counseling local public libraries. Under the supports and subsidies of the Government, public libraries have become active in increasing collection, holding reading activities, renovating reading environments, and training librarians, as to improve library service qualities. The period of 8 years was a major era which helped public libraries make a big step in development. This article introduces the Rooted in Reading Projects first, and then discusses the growth of public libraries before and after the Reading Promotion and Collections Enrichment Projects were conducted. Finally, the conclusions and suggestions are proposed.
