　　　　　政策決定政治嗎？我以檢視美國各州死刑立法之決定因子（一九五七年至一九八二年）來探討此一問題。此篇研究結果顯示出道德性政策與經濟性政策之異同。再者，由於死刑政策本身同時是一種「具功能性的道德性政策」，因此，此種研究之結果亦告之，此類道德性政策與其他純道德性政策政治之異同。此研究發現，死刑政策有其特異的決定性因子。此一發現亦證實過去相關研究之發現，即社經變數主宰經濟性政策之決定因子，而道德或價值性變數為道德性政策主要的決定因子。然而，此研究發現同時證實另一個假說，即除了道德性變數外，社經變數對「具功能性的道德性政策」亦有決定性影響。

　　　　　Does policy determine politics? I address this question by examining the determinants of death penalty legislation in the U.S. states from 1957 to 1982. The results of this study reveal how morality policy is like and unlike economically-based policies. Moreover, because this case represents utility-contaminated morality policy, this case study also demonstrates how this policy is like and unlike pure (non-contaminated) morality policies. The determinants of death penalty policy are distinctively different for this policy than for other types of policy. The findings here are consistent with the claim that socioeconomic variables dominate decisions regarding economically-based policies and moral-value-based variables dominate decisions regarding morality policies. However, this case study also confirms the hypothesis that socioeconomic variables have some effect in addition to morality-based variables on utility-contaminated morality policy decisions.
