Taiwan joined WTO in Jan. 2002, facing the impact of imported agricultural products, especially the rice industry which faced with unprecedented challenge; it must improve the competitiveness of the domestic rice. In addition, there is lots of food safety issues happened in Taiwan in recent ten years. The existence of social enterprise is to have the source detection and quality control in all details for food safety, and to protect the safety of public food.

Taking the opinion of value chain as the technology to analyze and evaluate the competitive advantages will effectively promote the competitiveness of the operation of enterprise. Starting from the opinion of value chain, this study discusses the key success factors (KSF) for operation of social enterprises, and analyzes the relationship among those factors. We also use the concept of analytic hierarchy process (AHP) to obtain the factor index weight, as well as use fuzzy analytic hierarchy process (AHP) to design expert questionnaire, which is analyzed after collection.
Finally, we propose the conclusion and suggestions with the objective sectors of the government and industry, contribute to the development of social enterprise responsibility.
