本研究主要聚焦在基層學校實踐品德教育推動策略的情形,並深入瞭解實施過程中遇到的困難及實施的成效,據以瞭解學校推動品德教育之整體性。個案學校為三所臺中市品德教育推動典範標竿評選獲獎的國民小學,研究方法以個案研究法為取徑,採訪訪談法及文件分析法進行資料蒐集,研究參與者為個案學校之品德教育推動人員(校長、主任、組長)、教師(導師、各學習領域教師)及家長。綜合研究發現,本研究之結論如下:
一、個案國民小學推動品德教育的發展歷程與實施策略
(一)校訂特色課程可協助各校品德教育深化演進
(二)教師專業學習社群及班級經營分享可作為由下而上的教師專業成長模式的參考
(三)研究者覺察學校現行實施策略多環顧在校訂課程,正式課程、非正式課程及潛在課程的整合
二、個案國民小學推動品德教育的關鍵成功要素
(一)校長的領導與堅持促成品德教育的成功
(二)關係氛圍的營造是品德教育發展的沃土
(三)校訂課程教學培養實踐品德的內在動機與能力
三、個案國民小學推動品德教育面臨困難的改善作法
(一)營造支持性的環境支持教師教學
(二)老師要成為家庭功能失調或不健全孩子的重要他人
四、個案國民小學推動品德教育實施成效可掌握的思考點
(一)友善校園政策本身即具有解決品德教育問題的意涵
(二)教孩子們「學習如何思考」是學校推動品德教育該努力的方向
最後根據本研究結論,對主管教育行政機關、國民小學,以及後續研究提出相關建議。

This study aimed to focus on the results of promotional strategies of character and moral education implemented in elementary schools. It researched the experimental process, difficulties, and achievements. Therefore, the study would show the whole picture of character and moral education at schools. Three of the awarded schools in Taichung City were surveyed. This study adopted a case study as the research method and the data was collected via interviews and document analysis. The participants were the officers who were in charge of character and moral education at schools (the principals, directors, and section chiefs), teachers (including classroom teachers and subject teachers) and parents. In sum, the study was concluded as followed:
1. Developmental process and implemental strategies of promotion for character and moral education at case Schools.
(1) The school-based curriculum benefits the character and moral education at each school.
(2) The professional learning communities and classroom management sharing could be the reference for bottom-up teachers’ professional development model.
(3) The researcher perceived the integration of the school-based curriculum, formal/ informal curriculum, and hidden curriculum.
2. Successful key factors of promotion for character and moral education
(1) The principals’ leadership and persistence endure the success of character and moral education.
(2) Building a friendly environment is the foundation of character and moral education
(3) The school-based curriculum and teaching develops the intrinsic motivation and abilities of the moral practice.
3.The improved practices of character and moral education at the case elementary schools
(1) To build a friendly environment to support teachers’ teaching.
(2) Teachers should be significant others for children from dysfunctional families.
4.Key factors of implementation of character and moral education at the case elementary schools
(1) The implementation of the Friendly Campus Project could solve the problems of character and moral education.
(2) Teaching children “learning how to think” is the direction for character and moral education at schools
According to the conclusion, the researcher contributes some suggestions for the administration of education affairs, elementary schools, and the future studies.
