Thought the majority of libraries in Taiwan are elementary school, they are not paid attention by superiors. The purpose of this study was to survey elementary schools' libraries in Taoyuan, Hsinchu, and Miali areas on their current situations in terms of hardware and software, management, as well as professionalism. The result of this study indicated the needs that most libraries had which included the quantity and quality of library holdings, self-discipline and professional training of librarian, funds and resources, and library automation. The study summarized the feedback from these elementary school libraries. Suggestions and other feasible solutions were provided to the library-consulting group and associative governmental agents to help libraries in facing the coming of the information age and the wave of educational reform.
