組織內部進行知識管理計畫，猶如一場思想與文化教育的活動，改變習以為常的認知習慣、作業，將內隱知識、枚角(台語)、組織運作流程，透過一連串的知識管理活動的設計與安排中，建立程序、標準化並透過文件內涵分析的程序，為創造組織競爭優勢、永續發展與能耐之基石。知識經濟時代的價值如何被展現，可由知識蓄積與內涵分析開始，確立組織的核心能耐，再一步步實現願景目標，建立可行的知識管理方案與活動的次第，透過流程管理、人才管理、內涵管理等相關計畫，並善於運用資訊科技，以實現組織的競爭策略、目標與價值。
