There were 69 satellite broadcasting television company facing licenses renewal on August 2005 and as the result, seven of them did not pass. Some people think the institution had the right to regulate the structure of market; others disagree the government interfering with the freedom of media. Because of the market failure and negative externalities, this research considers that the government still needs to properly regulate the structure and content of the satellite television industry. However, in order to reduce the ‘chilling effect’ of the marketplace of ideas, independent evaluation committee, more citizen participation, concrete review standards and procedures were recommended in the process of terminating a license Under those circumstances, the policy goal of NCC's "displacement and renewal" could possibly succeed.
