本研究以北美印地安人、夏威夷土著以及毛利人語言學習方案探討原住 民族語之學習。世界上許多原住民語言流失的嚴重程度,已經到了必須「搶 救」的階段。雖然現在各國推行多元文化的政策,也早已經取消了各族群語 言學習與使用的罰則與限制,然而原住民語仍然不斷地流失,因為多年唯一 主流語言的政策以及被懲罰的經驗,他們因而放棄了自己的語言。對原住民 族的語言而言,原住民已經成為自己語言最大的敵人(Michael Krauss, 1996)。由於多數原住民已經不懂得如何使用自己的族語,其文化傳承之未 來,確實令人擔憂。因此,本研究探討來自於三個不同的國家之四個成效卓 著的原住民語言學習專案:加拿大魁北克的『克利族語方案』(The Cree Way)、美國亞利桑納州的『水蜜桃泉胡阿拉帕依族語方案』(The Peach Springs Hualapai Program)和夏威夷的『普那納族語方案』(Punana Leo)、 以及紐西蘭的『語言巢方案』(Te Kohanga Reo),檢視它們在政策、課程 (語言與文化)、教學、國家支持、社區支持、高等教育機構支持等構面之 情形,然後加以比較、整合過後,做成結論,作為我國在建構原住民語言保 留或學習方案之參考。
