由於觀光產業之快速擴張導致對水資源之極度需求，尤其是在一些小島，水資源缺乏的問題更顯得嚴重。其中之一的原因為這些區域通常需要仰賴觀光產業來帶動當地之經濟成長。唯觀光產業雖然可創造大量的就業機會，並對當地區域以及國家的經濟成長產生實質的貢獻，但觀光產業的成長意謂有更多的遊客，更多可用淡水的需求與消耗。換句話說，可用淡水水資源的缺乏會無形中限制了觀光未來的發展。因此可用淡水水資源的議題是發展永續觀光所需審慎思考的。本研究以台灣澎湖群島為個案分析的對象，探討觀光客之到訪在時間及空間分配不均以及降雨在時空分配亦屬不均之情況下，為當地觀光產業之永續發展，重新評估及省思現有之水資源政策。此外本研究亦評論現有之水源開發政策，並提出觀光飯店灰水回收機制，以解決此類因遊客所致之觀光島嶼缺水問題。
In many islands, especially those small islands developing state (SIDS), are extremely depend on tourism for supporting their economy; however, the development of tourism always accompanies the consumption of natural resources, in which fresh water is particularly essential. An expansion of tourism leads to increased demand for water; consequently, a lack of fresh water can restrict the development of the tourism industry. For this reason, fresh water is a crucial issue requiring careful thought in the development of sustainable tourism. The overriding objective of this research is to examine current policies related to the conventional water supply in a tourism-dependent island, and assess feasibility of reclaimed water reuse under circumstances that the arrival of tourists was inconsistent with rainfall. The study results showed that the priorities associated with the exploitation of water resources should be rearranged, and the proposed reclaimed water reuse framework for hotels should be emphasized as soon as possible to overcome the water shortage caused by tourists, for achieving sustainable development in SIDS.
