國際觀光度假區(Integrated Resorts,IR)結合了遊憩、餐飲、購物、會展及博弈設施等綜合娛樂項目,許多國家藉由設置IR期望促進經濟的發展。我國近年來各離島也熱烈討論此議題,惟IR的發展涉及眾多利害關係人,影響因素甚廣,相關因素之間彼此環環相扣且具動態複雜之特性,應審慎評估與規劃,才能平衡經濟、環境與社會的永續發展。本研究運用系統動態學方法論,以澎湖及馬祖為個案,從宏觀之角度發展系統動態學分析模式,並進行政策分析與模擬。
研究發現,系統動態學能透過質性描述與量化模擬,可以找出系統的動態結構、回饋機制與行為模式,建立觀光系統的政策實驗室,適合用於處理複雜的觀光影響問題。模式經由模擬探討不同政策對系統行為變化趨勢的影響,可作為政策實驗平台提供相關利害關係人對設置IR的參考與建議。
Integrated Resorts (hereafter, IR) provides facilities for multiple purposes such as recreation, dining, shopping, conventions and gambling. Many countries have already established IR and expected to obtained positive effects on the development of the economy. The development of IR involves many stakeholders and brings impact on many factors. These factors are closely related and have a dynamic and complex characteristic. In this study, the System Dynamics (SD) is adopted for proposing a systems thinking framework with the buildup of a SD analysis model from holistic perspectives to assess the economic, social, environmental influence and the possible contribution to the establishment of IR on Penghu and Matsu Island. This study is not only an attempt to supplement the inadequacy of the literature on IR planning studies, but also can serve as the platform for the experiment of policy by the planners, decision-makers, and the stakeholders. This platform can be used for observing the dynamic change of the influence under different policies, and as the recommendation for policy making.
