This article provides a preliminary survey and prospect of the process of the drafting of Taiwan’s initial ICCPR and ICESCR reports submitted in accordance with the United Nations guidelines, of the holding of the review meetings which have invited independent experts to have constructive dialogues with the representatives of the government, and of the method to initiate the national action plan for the implementation of the concluding observations and recommendations offered by the independent experts. This accomplishment made by the people and government of Taiwan together with the independent experts is a milestone in human rights history. It, however, would take continuing efforts and external monitoring to actually reach the goal of the respect, protection and fulfillment of human rights. The author wishes to provide his own experience and reflection for the future reference of the maintenance or improvement.
