對多數國家而言，首都多半座落於該國首位都市，這種首都與首位都市結合的現象，將使首都獲得更多國家資源的挹注，透過資源集中的方式而使首都掌握決定國家走向的權力，是以首都優位化現象似乎成為區域發展失衡的原因。 本研究首先探析首都優位現象的成因，以及現階段臺北市所存在的首都優位性；其次，瞭解首都優位現象所帶來的影響，進一步思考因應我國首都優位現象之相關策略，以達成國土永續發展目標。本研究就將透過文獻分析探討首都優位現象，藉以瞭解現階段臺北市所面臨過度發展的各項問題以及臺北市在整體國家發展上所扮演的角色，並透過國外首都優位現象之相關案例以及相關因應之道，以瞭解首都優位現象對國土發展所帶來的影響。

In most of countries, capital cities are located at primacy cities. Capital cities accompanying primacy cities will get more resources from the country. By this way, a capital city will have essential power to affect country development. Hence, primacy of capital cities seems to cause uneven development of country. This paper firstly accounts for primacy of capital cities and Taipei’s capital primacy at the present stage. Secondly, in order to achieve goals of sustainable development of the land, the effects of primacy of capital cities will be explained and strategies will be also developed further for dealing with primacy of capital cities. Primacy of capital cities in Taiwan will be discussed by analysis of literature for understanding those problems of Taipei’s over-development and Taipei’s role on general country’s development. Besides, some foreign cases and strategies about primacy of capital cities will be also explored in order to the impact of capital’s primacy on national development.
