「反軍事風尚」興起於冷戰後期，主在批判傳統安全觀對國家安全的挾制。核心問題在於軍事威脅形成的安全論述，限縮了國家安全決策選項、影響資源配置及零和式的對決關係，無助於未來國際社會的安全解決。毫無疑問，這股風潮似也影響臺灣的安全觀。1991年後的兩岸關係發展，局部反映出此一事實。然本文研究發現，「反軍事風尚」固然有利兩岸和平締造，但值得反思地是，這股風潮對臺灣安全而言，不宜也不該以削弱臺灣自衛武力為前提。
The fashion for being anti-military arose towards the close of the Cold War. It amounted to a criticism of the role a traditional view of security played in ensuring state security. The key to defense in that view lay in the threat of military force. This theory limited the options available for national defense, influenced the use of resources and relied on a zero-sum model. It did not help in guaranteeing international security. It comes as no surprise that the anti-military fashion also influenced national defense in Taiwan. The development in cross-strait relations since 1991 was, in part, a reflection of this influence. This paper finds that while the antimilitary fashion did indeed contribute to peacemaking across the straits, yet it is not beneficial to Taiwan's security and should not be allowed to weaken Taiwan's self-defense by military force.
