2012 年，中共十八大決議將鞏固和深化兩岸關係和平發展基礎，而在馬總 統任內，兩岸已簽署19 項協議等等，則兩岸關係似已進入和平發展新局。本文 擬於兩岸現況、雙方共識與既有基礎上，提出兩岸政治經濟架構之論述或模型。 一方面，在描述與詮釋自1980 年代以來的兩岸交流與發展；另方面，也為未來 的兩岸和平發展提供概念的拋磚引玉，以建構更具解釋力、預測力或規範性的一 般模型或架構。
In 2012, the eighteenth Congressional Conference of Chinese Communism Party decided that the Mainland China will deepen and consolidate the relation of the Both-Sides. Relatively, in the period of president Ma, the government have signed 19 agreements with Mainland China that seem to enter a new game for the Both-Sides. This paper intend to present a model or discourse of "political economic framework of the Both-Sides" which based on the present situation, the consensus and the given foundation of the Both-Sides. One hand, that describe and interpret the interactive development of the Both-Sides after 1980's, on the other hand, this will offer ideas for the peaceful development of the Both-Sides in the future; so as to build the general model or framework for the more powerful in explanation, forecast and norm.
