Problems in human societies are solved through cooperation. However, to cooperate needs organizations, hence "governmental organizations" and "corporate organizations." While social problems become more varied and diverse, traditional first department and second department are no longer capable of solving the upcoming problems. Therefore, the third department, "the Non-Governmental Organization (NGO)," is to advise the society to condense the resources, to consolidate the strength and to solve the problems. In the age of knowledge-based economy, knowledge workers are capable of dominating the latest knowledge, elevating added values of products, therefore, controlling the right to the economy; knowledge workers are to become high-tech nobles. By then, being aggressive and exploratory have become the core values of the society, social competitions become more acute, advancements in knowledge take faster, and human beings have to face up to the yet becoming intense civil confrontations and pressures. Therefore, we see more importance in the elevation and soothing of soul and spirit; we see more importance in the human-based NGOs. This paper endeavors to conduct a strategic SWOT analysis of the development of the NGOs in the age of knowledge-based economy. This paper also attempts to examine the inner and outer environment for developing NGOs in Taiwan, to evaluate the pros and cons in the objective and subjective environment, and to explore a pathway proved of potential development. Using the Council for Industrial and Commercial Development R.O.C. (CICD) as case study, we provide explanations how to use strategies for development in the age of knowledge-based economy.
