近期網路社群服務與虛擬交易的商業模式興起下，全球掀起一波透過網站進行創新預購產品的群眾募資風潮，主要是群眾募資可快速透過網路平台，集結社會群眾的力量協助新創團隊與事業獲得資金，並待資金募集完成後再進行創業，降低了創業面臨的風險，促進微型創業的發展。 本研究將針對群眾募資的概念與發展進行論述，包含捐贈、獎酬、借貸、股權等四種類型的發展模式與作法；其次，針對國際上群眾募資政策法規與政策進行研析，以借鑒各國推動群眾募資的管制與法律架構之機制。本研究也將針對各種類型的國際群眾募資平台之組織架構、運作模式、回饋機制進行討論，並思考與比較台灣現有的群眾募資平台，如FlyingV平台等目前面臨的發展限制與政策需求，檢視與思考台灣發展群眾募資平台的政策，以協助創意點子與團隊獲得社會大眾的資金挹注，並促成新創事業發展。

The recent rise of the business model of the internet community services and virtual transactions, the world set off a wave of innovative futures products through its website crowdfunding (crowdfunding) wave, mainly through the internet quickly crowdfunding platform, build social masses force to assist the new team and career record to obtain funds, and the funds raised until after the completion of business, reducing the risk faced by entrepreneurs, promote the development of micro-entrepreneurship. The study will be conducted for the crowdfunding concept and development discourse, including donations, rewards, loans, equity and other four types of development models and practices; secondly, for international policies and regulations on crowdfunding research and policy analysis to learn from countries to promote mechanisms for the control and the legal framework of the crowdfunding, this study will also fund-raising for the various types of international platform of mass organizations structure, mode of operation, a feedback mechanism to discuss and think about and compare our existing crowdfunding platform such as the development of Flying V’s platform is currently facing restrictions and policy needs, review and reflection on development crowdfunding platform of policies to help the team get creative ideas and inject public funds and to facilitate the development of new businesses created.
