Agriculture is the basic industry of a nation and in order to maintain its continuous development, a considerable amount and quality of farmland as well as an excellent producing environment must be maintained. The existing farmland management organization system in Taiwan, however, urgently needs to be strengthened on all levels of organizations for her farmland administration and management, from the central government to the county and town, if she is to comply with the needs of the future development of her agriculture. The following are ways of improvement for Taiwan mapped out with reference to our investigation visits to the present Taiwanese farmlamd adminstration organization systems as well as the important organizations, characteristics of agricultural committee systems, organization systems, function and the present conditions of management in the Japanese farmland management organization systems which this institute once elaborated with discussion. 1. As a short range strategy of remedy; To strengthen Taiwanese farmland administration organic structure by increasing 2 to 3 persons for the agriculture section of a town office, cnlarging the function of the agriculture section. If there is no agriculture section existing in the office, organize one for handling adminstrative work, such as examination of transfer, change of use, promotion of farmland use etc. 2. As a middle range strategy of remedy: To establish a farmland section for a town in addition to an agriculture section to handle work of promotion of farmland utility and farmland administration. In this case, however, job description of each must be distinctly defined. 3. As a long range strategy of a complete remedy: To organize a "Three-Step Farmland Committee" as an independent organization to promote framland utility and administration. As for the forming of the committee, the existing Tenant Committee may be reformed to expand its function and organization or a new farmland committee may be created. In the farmland committee, besides subcommittees for examination, discussion and advice, there should be those for investigation, planning, promotion of activities etc. Personnel and expenses needed for the committee of farmland are to be partially disbursed by the entrusting organization but the rest must be included in the budget of the central government. 4. As far as the present Taiwan farmland adminstration organization systems are concerned, the work related to the farmland administration is divided between land administration and agricultural organizations. In order to unify administration of all organizations except those engaged in land registration, taxing and appraisal, it is best for an independent agricultural organization to manage transfer, change of use and utilization planning, as well as promotion in unison.
