In 1993, Taipei county Government invited the Graduate Institute of Building and Planning, National Taiwan University (GIBP, NTU) to developa《Community Participatory Park Planning Handbook》. The GIBP another four planning departments in northern Taiwan, then promoted 5 cases of residents involve in park planning activities at 3 differentcities as basic research in this project. While other 4 parks at Chung-ho and Si-zei proceeded into constrction phase, the college planner of Hsin-tien case was forced to leave and the residents broke out aconflict with the city government. This paper describes the planningprocess of Hsin-tiem case; explores the relations of college planner, community, and the city government, which is dramaticlly changed from'co-operation' to 'confliction'; and the limition of participatory park planning which is initiated by college planner; four suggestionsare provided in conclusion.
