Shang, Shu Mei (1903-1994) was a pioneer in the promotion of public physical education. His theories and the literature concerning his thoughts have been gathered, interpreted, analyzed, and summarized in order to explore his thoughts on public physical education while he was the stadium manager of Shantung Provincial Public Stadium and the physical education superintedndent of the Department of Education from 1931 to 1937. The conclusions were as follows: 1. His thoughts on physical education stemmed from the ideology on making physical activities educational at the Department of physical Education at Peiping Normal University. Also his thoughts reflected the policy of drawing up a plan for enforcement of nationa physical education. 2. His thoughts had the quality of advocating educational physical activities and extended to the promotion of public physical education. He claimed that competitive games were not the essence of public physical education. 3. His thoughts on public physical education were brought to realization through the change of concept, the design of teaching material, and the breakthrough of methods.
