國際聯盟是人類經過一場空前的"大戰"之后建立的世界上第一個由主權國家組成的常設國際組織,是主要戰勝國根據時代的發展和它們自身的需要,在吸收了歐洲協調體制及其他國際組織運作機制的基礎上,為維持戰后世界和平所建立的國際秩序的典型代表。建立國際聯盟的討論主要在英國和美國之間進行,最終建立的國聯以《國際聯盟盟約》為國際法的主要依據,從組織機構和組織職能兩大方面,構建了戰后國際秩序。但是,《國際聯盟盟約》在保持和平、維護集體安全、制止戰爭等決策機制方面存在巨大漏洞和嚴重問題;國際聯盟權力極為有限;大國強權政治盛行,這一切使戰勝國通過國際聯盟所建立的戰后國際秩序殘缺不全,在保衛世界和平方面沒有作出應有的貢獻,反而在客觀上助長了侵略。第二次世界大戰的爆發標志著以國際聯盟為代表的國際秩序徹底破產。
